The Art Omi International Artists' Colony offers visual artists three-week residencies in the month of July. The Arts Center is located approximately two and a half hours north of New York City in the historic Hudson River Valley. Artists pay for travel, materials, and donate a work of art created during the residency to the Art Omi Foundation Collection. The program includes a critic-in-residence who facilitates an ongoing dialogue in studio visits, as well as day visits from dealers, artists and critics from New York City. Franconia Sculpture Park Deadline

Call for artists Franconia Sculpture Park (FSP) is now accepting

proposals for the year 2004. Located on 16 acres in the scenic

St. Croix River Valley, 45 miles northeast of Minneapolis/Saint Paul,

MN, FSP supports emerging sculptors as well as upholding the work

of career sculptors. In FSP's first seven years, it has supported the

careers of over 220 emerging & mature regional, national and

international artists. FSP offers artists residencies for site-specific

work. Existing sculptures will also be considered for installation. 

Opportunities for financial assistance include five-eight, $2,500-$5,000

FSP/Jerome fellowships. Offered for sculpture, installation, and/or

 New York City Competition for New Streetlight Design,

Registration Deadline 

New York City's Department of Design and Construction, in

partnership with the Department of Transportation, is pleased to

announce an international design competition for a new streetlight for

the City of New York. New York City currently maintains over three

hundred thousand streetlights within its five boroughs, and is seeking

a new streetlight design for the city in the twenty-first century. The

city intends to add the new design to the Department of

Transportation's Street Lighting Catalogue, continuing a tradition of

innovative street lighting begun more than two centuries ago.

Read Cyberwar is Coming, a report from 1993 by John Arquilla and David Ronfeldt and with ten years of hindsight and communications theory under your belt, consider the predictions they make. How have concepts such as Cyberwar and Netwar manifested politically and culturally? How have activists, artists, and cultural thinkers claimed and manipulated these tools for the cause of social justice? How is society changing as a result? What's on the horizon?

There are two formats in which you can present your work:

1. Opinion piece:
The opinion piece must reflect a personal approach to the problems presented within the text but still approach the issues from a Sociological point of view.
Length: 5-7 pages;
Abstract: up to 100 words with 6 highlighted keywords.
On the title page, include your name and surname, field of study, e-mail, the title of the piece, an abstract and keywords.

2. Annotated academic article:
Evaluate the Arquilla and Ronfeldt text in light of recent academic work on the subject of information management and control. You may either support or contest their claims by citing writings from Sociology scholars. You may also present original independent research on the issue.
Length: 5-7 pages;
Summary: up to 100 words and 6 key words (in English also);

3Space: Science, Technology and the Arts2 is the theme of the 7th workshop on space and the arts which is being co-organized by the European Space Agency (ESA), the International Academy of Astronautics (IAA) and its Commission VI, Leonardo/OLATS and the OURS Foundation. It is scheduled to be held at ESTEC - ESA1s European Space Research & Technology Centre in Noordwijk, The Netherlands from 18-21 May 2004.

Since the birth of space exploration, artists and space scientists have inspired each other in the development of humanity1s space programs, regularly exchanging information, ideas and visions. Artists working with space subjects and themes invariably become heavily involved in both the physics and the technologies of space ú either as a muse, a metaphor, a subject or as a tool necessary for the development of their artistic creations. Artists, wanting to explore space on their own artistic terms, often must become very knowledgeable about the utilization of space technologies, materials, mechanisms and procedures in order to develop feasible art works and projects as such projects are subject to the same conditions and regulations governing scientific experiments designed for space. Such activities have broadened the idea of space exploration within the space community while making space exploration understandable in other ways and accessible by larger public.

Now that the International Space Station (ISS) is nearing completion, the ISS partners have begun to investigate how this orbital facility can be utilized, not only as a platform for scientific experimentation, but also as a platform for cultural exploration and expression. This creates a new opportunity and challenge for artists and other cultural professionals to work closely together with space scientists, engineers, technologists and administrators in developing new concepts, projects and strategies.

The 3Space: Science, Technology and the Arts2 workshop promises to be an important and pivotal event as it provides a unique opportunity for professionals in the space and the arts communities to meet, discuss and exchange new ideas related to the cultural exploration of space.

Objectives

The Workshop on 3Space: Science, Technology and the Arts2 aims to:

· provide a platform where new ideas and experiments relating to the interaction of space science, technology and the arts can be exposed and debated
· provide an environment where people, especially artists and other 3culture professionals,2 together with space scientists and engineers can exchange ideas and projects about space from the perspective of their unique backgrounds, education and experiences
· provide a meeting place where new space art and technology projects can emerge and new teams and partnerships can be built
· nurture a domain of space activities that is becoming more recognized in both the space community and in the mainstream art world
· disseminate the ideas and projects by publicizing the results of the event

Submission of Abstracts

Participation in the workshop will be limited to a maximum of 40 persons, and participants will be selected upon review of abstracts of presentations proposed for the workshop.

Abstracts, limited to one A4 page, should be submitted via the online form available at http://www.congrex.nl/04c20/

The abstract should be in English and include:
· Workshop name
· Title of presentation
· Name and affiliation of authors
· Full contact details of presenting author, including postal and e-mail addresses, phone and fax

The deadline for abstract submission is 29 February 2004.

Workshop Topics

Presentations can be about any aspect or issue related to 3Space: Science, Technology and the Arts.2 Since the scope of the Workshop is large, potential authors might like to consider submitting abstracts for papers addressing such topics as:

· the impact of space technologies on the arts and vice-versa
· the transfer of space technologies to art and design
· the role and involvement of space bodies in the arts
· designing art for the space environment - the requirements, the limitations
· synergies between the arts and space communities
· the interaction between space, arts and the public
· space and the new media arts
· using the arts to explore space
· the arts in orbit ú use of the ISS for artistic and cultural expression
Authors need not, of course, limit themselves to these topics.

Organization
The Workshop will begin with a Welcome Event on Tuesday evening 18 May 2004.
The three-day formal workshop will take place in the Einstein Room of the main ESTEC building on 19-21 May 2004 and will consist of oral presentations from both invited and contributing speakers.
There will be no charge for participation in the workshop.
Travel and accommodation expenses are the responsibility of each participant.

INTERNATIONAL NO-BUDGET VIDEO/FILMFESTIVAL
With the theme "NO BUDGET" a variety of the starving Video/Filmscene shall be presented.

"NO BUDGET" is present in all patterns of cultural activities. The theme also includes the offensive struggle to be creative, without waiting for no longer-working structures of film-subsidiaries. The medium video shall be understood not only as an alternative to the long tradition of celluoid, but also in it´s unique aesthetics. "Film- and Videolook" will be concerned in the programming.

The festival ist supposed to offer a stage for all productions and producers who are unable to find broad resonance due to the economic situation of the cultural landscape. It aims at highlighting innovative ways and means that enable producers to nonetheless create amazing works.

It intends to stimulate the exchange of these innovative solutions before, during and after the festival. What is more, it ought not to be a festival where only a few works are exhibited and admired, but future works be propelled and prepared.
Besides the regular festival schedule there will ample opportunity to discuss future projects with colleagues and experts and to gather information and advice.

Regulations for participation:

1 open short film competition (all genres)
short movies up to 15 minutes are preferred!
Commercial productions, commissioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.)
Main criterium in the evaluation of the film is not mainly the film as such, but rather the relation between the circumstances of production and the final result, i.e. the innovation and creatvity of the producers enabling them to make a film with "No Budget".

2 Documentary Movies "No Budget" (no restrictions in length)
Commercial productions, commisioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.)
Main criterium in the evaluation of the film is not mainly the film as such, but rather the relation between the circumstances of production and the final result, i.e. the innovation and creatvity of the producers enabling them to make a film with "No Budget". Additionaly, choice of subject and and quality of investigation are also criteria of evaluation.

3 Special Theme "POVERTY": all genres, documentaries preferred
This is a special category for works dealing with the subject of poverty und its effects on society open also to commercial and subsidised movies. Main criterium for evaluation is the the handling of and reflexion on the subject.

4 extreme sports "no budget but balls"
Like categories 1 and 2:
Commercial productions, commisioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.)
Main criterium is the athletic performance. Still this does not mean that extremely risky stunts are evaluated higher since an accomplished cinematographic realization under consideration of the simplicity of the technical means is equally important.
