Call for Application: European Cultural Foundation- The 1st Cultural
Policy Research Award

Within the framework of Enlargement of Minds, an action-line on the
cultural impact of EU enlargement, the European Cultural Foundation
announces the 1st Cultural Policy Research Award (CPR Award). Focus:
European enlargement - which policy for art and culture?
Enlargement is a transnational issue affecting countries already in the
EU, those about to enter and those who will still be waiting to enter.
The fact that the EU does not sufficiently examine its own cultural
policy emphasizes
the need for policy research within the European transnational context.
We are almost fifteen years on from the major political shift that took
place in Europe in 1989, and the ongoing process of integration has
brought substantial changes- the cultural implications of these changes
need to
feature on both the political and research agendas. This puts at the
forefront the need for cultural policy research within a European
transnational context.
The main aim of the Cultural Policy Research Award (CPR Award) is to
stimulate academic research in the field of cultural policy, with an
emphasis on the implications of enlargement; the research will throw light
on contemporary European cultural issues and problems, possibly
analyzing them and working towards new policy solutions. The CPR Award
should also contribute to the creation of a cultural policy
"infrastructure"- a
network of scholars with competence in comparative research projects
related to cultural policy.
Additionally, the CPR Award project aims to evaluate existing research
achievements, identify existing academic centers and promote an
interdisciplinary approach in the sphere of cultural policy research.
The overall theme of the research is 'cultural implications of
enlargement'.
Preference will be given to those whose proposed research covers a topic
of interest in contemporary Europe regarding the cultural implications
of enlargement. Research may focus on a variety of topics. Proposed topics
related to cultural policy education or the re-modeling of the cultural
system and cultural institutions will be taken into consideration.
Legal, economic, social, managerial, ethical, technological and other
relevant issues (e.g. media & communication) will receive equal
attention in the evaluation process.
Priority will be given to the evaluative, comparative and
action-research projects, which cover the European or macro- regional
space. Research outcomes should contain relevant policy proposals for
systemic and
structural changes, or innovative, new ideas for re-thinking the
position of arts and culture in an enlarging Europe.
Young academics, researchers and policymakers (aged 35 or under) are
eligible for the 10,000 Euro award.

ORGANIZATION: GREAT LEAP, INC.
JOB TITLE: DEVELOPMENT ASSOCIATE
Great Leap is a Los Angeles based multicultural performing arts organization
dedicated to creating and presenting original works in theater, music and
dance. Through the creative and collaborative process of performances,
workshops and community residencies, Great Leap works with professional
artists and community partners to instill a deeper understanding and a sense
of connection between diverse peoples. Founded in 1978 by Artistic Director
Nobuko Miyamoto, Great Leap is rooted in the Asian American community and
promotes cross-cultural exchange with local and nationwide audiences.
The Development Associate will work with the Managing Director to secure
funding from government agencies, private foundations and corporate
sponsors. S/he will be the organization’s primary grantwriter/researcher;
independently manage the corporate sponsorship appeal; assist with the
organization’s direct mail campaign; and produce special events.
Summary of Duties and Responsibilities:
1. Development
A. Foundation/Government Funding
- Research potential funding sources.
- Draft grant proposals and letters of inquiry.
- Compile necessary information; submit proposals in timely manner.
- Write and submit grant reports.
B. Corporate Funders/Sponsors
- Maintain positive relationships with existing sponsors.
- Identify new sponsors.
- Submit applications and/or letters requesting support.
C. Individual Donors
- Assist with semi-annual direct mail campaign.
2. Special Event Management
A. Manage special events for VIP donors.
B. Assist in production of annual art auction/fundraiser.
3. General Support
A. Provide general support to the Managing Director.
B. Participate in developing and implementing organization’s marketing
strategy.
C. Occasionally serve as organizational spokesperson at local and
national events.
D. Any and all other duties as assigned.
Qualifications:
The ideal candidate will have:
- Minimum 1 year of grant writing experience.
- Previous nonprofit experience in development/fundraising/marketing.
- Excellent written and verbal communications skills.
- Knowledge of funding trends in the arts and community-based
nonprofits.
- Experience managing major donor campaigns is a plus.
- Strong computer skills including database management, Word, Excel,
and Internet. MAC experience is preferable.
We are seeking someone with the following attributes:
- Passion for community-based arts and social justice.
- Understanding of Great Leap’s mission.
- Ability to multi-task and work well under pressure.
- Must work well independently, and also work well as part of a team.
Compensation: Salary is $28,000. This is a full time position with 2 weeks
paid vacation, 9 paid holidays/year, and health insurance benefits.

The MEDIAWAVE International Art Foundation declares
international diaporama, CD-ROM and DVD festival,
which will be organised annually henceforward
traditionally. Anybody can enter for the festival
with his/her audio-visual series if it is followed
by transcription and can be screened on one
surface with two projectors or with such
kind of work, which can be visualised by
the help of a computer. The aim of the organisers
is to help enforcing those new forms and tools - with
the renewal of the traditional genre - which
reflects the people's awareness of life living in
the 3rd millennium and helps to present its important
questions and answers with audio-visual tools. There
is no stipulation for the topic or technology. There
can be such applications, which are pioneers with their
intellectuality and technology in their genre, and it
would be difficult to classify them into the traditional
categories. It is possible to send in virtual exhibitions,
web-sites that prefer the audio-visual technology.
The international diaporama, CD-ROM and DVD festival
will be organised in the frame of MEDIAWAVE programs
between 23-25 April in 2004 and will be accompanied
by screenings of that works, which were made by the
invited authors, lectures and workshops.

E n t r y c o n d i t i o n s :
Every applicant can enter only with two works.
One work cannot be longer than 10 minutes, but
in reasonable case - which will be
decided by the jury - it might be 12 minutes.
In the case of diaporama every entered work
(series) must contain the following:
? Application form (downloadable www.mediawave.hu)
filled out by block letters or typewriter, which
includes the name, address of the applicant, the
information and technical parameters of the entered
work.
? Magnetic tape or cassette indicated the title and
the identification code of the work (series). In the
case of tapes it is necessary to know the speed,
noise derogatory system and any further information
connecting to the lane distribution. Free-head tapes
could not be used. For those applicants that use
Tascam 424 it is important to indicate squarely
the state of the noise derogatory system
(on off-sync). This information will help to play
back your series, as you would like.
? Slides, on which the identification code of the work
(series) indicated, and also a number, which is referred
to the screening order and a colourful dot on the left
edge of the slide (if we see in a way that appears on
the screen.) Every slide of each work (series)
must be 50x50 mm uniformly (potentially 3 mm thick) in
a glassed frame. Sticks on label cannot be used.
? Addressed and stamped wrappings which is appropriate
for returning (from Hungary to abroad instead of stamp
we need an international reply coupon, IRC)
In the case of CD-ROM and DVD every entered work must
contain the following:
? Application form (downloadable: www.mediawave.hu)
? CD/DVD that includes the application. This work can
be made by any technology (Power Point, Flash technology
etc. which can be visualised by Windows 2000 or XP
operational system, QuickTime Player, etc. or starting
autoexe file.
? Addressed and stamped envelope which is appropriate
for returning (from Hungary to abroad instead of stamp
we need an international reply coupon, IRC)
We appreciate bilingual summing ups of the works for
both diaporama, CD-ROM and DVD categories - because
of the catalogues, program sheets and festival
propaganda - especially if they are set in on floppy
disk in MS-Word format. These summing ups cannot be
more than 10 lines.

The Storey Institute Centre for creative Industries
Public Art Interventions as a Virtual Model
Lancaster City Council is in the process of developing a dynamic,
sustainable Centre for Creative Industries at the Storey Institute
The Storey Creative Industry Centre will be developed as a Hub that provides
a focal point for a number of communities of interest, creating an
environment conducive to artistic creativity and technical excellence. The
centre will provide an outstanding, inspirational work and social
environment, contributing to the development of the Creative Industries
cluster and contemporary visual and literary culture in the North West.
It is envisaged that the Storey Creative Industry Centre will provide
dynamic exhibition spaces, for the Storey Gallery and Folly, a unique
presentation space for Litfest, bespoke workspaces plus innovative business
support to creative industry enterprises.
The development of the Storey Creative Industry Centre presents an exciting
opportunity to engage a series of artists in the development of what will be
a landmark building. This work is integral to the refurbishment of the
building allied to architectural good practice.
The project Steering Group will co-ordinate a series of public art
interventions that respond to the new building‚s architectural plans, the
vision for the new Storey Creative Industry Centre and the cultural activity
of the three individual arts organisations. The public art interventions
will be realised as a virtual model.
The architectural plans hope to revitalise the internal environment of the
building with a series of new public spaces that the design will offer. With
a limited budget and short timescales virtual public art interventions were
conceived as a way to illustrate how the three arts organisations working
with contemporary artists and writers will define the dynamics of these
public spaces.
The virtual model constructed will be exhibited and shown as part of a wider
range of material to illustrate the vision and to generate support for the
project.
The Steering Group wish to engage:
1) artists and writers; in the first instance through a call to submit
initial ideas for the development of public art interventions within the
public areas of the Storey Institute.
2) the construction of main virtual model from data supplied by architects
Mason & Gillibrand, plus the development of the overall user navigation
system and interface.

tribute to EXPRMNTL., a long gone festival "Hors
Normes" founded by Jacques Ledoux, who also
established the name and fame
of the Royal Belgian Film Archive in Brussels
This experimental festival shook the foundations
of the Casino of Knokke, a Belgian bourgeois coastal town
where it was held in the years 1963-1967-1974.

times, this festival wants to investigate if the
agenda of the avant-garde of today (21st century) is
still the same as it was back then.

Values
Introduction by Igor Antic
The title '' Values'' suggests before all the
reconsideration of the idea of the inner value of
things, their sensitive and often immeasurable aspect
defined as ''one of the basic categories of the human
being''. It seems important to me to survey the matter
on the philosophical plan, on the plan of global and
local economy and on the plan of evaluation of the
contemporary art and its capacity to speak about
universal values.
During the last decade the former Yugoslavia and
especially Serbia lived through the crisis without
precedent, i.e. the war marked by ethnic cleansing,
political dictatorship, increase of nationalism and
religious extremism, numerous murders with political
background, population exodus, corruption, galloping
inflation, international embargo, NATO bombing and
status quo in the matter of borders and the name of
the country. The general chaos affected all segments
of the society, including the art and cultural milieu,
causing degradation of all moral, intellectual and
economic values.
The war in former Yugoslavia has taken over two
hundred thousand victims, although the number has not
yet been confirmed. The human life was the least
valued thing in that war. To the loss of human lives
we should add sometimes total destruction of towns and
villages and their cultural and natural heritage.
The international embargo, forced on Serbia due to its
participation in the war, caused the wild and
difficultly controlled development of local economy.
Some unusual sites of commercial trading have immerged
(flats ñ as selling and promotion places, street
markets, etc.) whereas most of the official shops were
closed. Black market bloomed as well as piratery of
cultural products and forging famous trade marks;
banks were destroyed due to the collapse of the
pyramidal systems and the citizens were systematically
robbed by the official regime and independent criminal
groups. Has the situation really changed after the
fall of Milosevic's regime?
In situation such as this, the art scene of Serbia has
long stayed isolated, disorganised and divided into
the conservatives close to the nationalistic circles
and those who wished opening.
In the light of the mentioned examples we feel that it
is important to deal with the matter ëívaluesíí in
todayís Serbia. Naturally, the same question is raised
outside of the country, too, for it is much more
complex and delicate that any concept of ëínationíí or
ëínationalismíí and exceeds the problems of any
regional crisis. It equally tackles beings as well as
things, material quality as well as ideals. The
problems of todayís world, such as terrorism,
pollution, poverty, overpopulation and exaggerated
accumulation of goods, justify the research of
fundamental and universal values.
Let us mention some of the topics that will be in the
centre of our exhibition. The majority of the worldís
population lives today in poverty while the wealth
stays concentrated in the hands of the minority which
does not wish any changes in that matter. In the
extreme crisis situation, where the social mechanisms
do not function, people organise themselves in ëíclubs
of barteríí and create systems of local exchange in
order to survive. That parallel economy, though
primary, seems to function well. As its result a new
system of values becomes operative although existing
in the margins of all large traditional economic
principles.
The next topic of research: value of democracy. As the
illustration, let us mention the recent war in Iraq.
According to numerous experts, the real reason for the
war against the regime of Sadam Husein was the
realisation of interests of the American and British
oil lobby. Sadam, who used to be among the richest
people on the planet, had built his empire at the cost
of hungered and impoverished Iraqi people. But, has
the foreign military intervention really given access
to power and wealth to that people?
Finally, we can also ask ourselves about the criteria
that define the value of the contemporary works of art
which are difficult to explain. The aesthetic
evaluation and social acknowledgement are done and
defined in the field of art. In the art market,
though, the transactions are done and prices are made.
Certain participants in that market, such as
collectors, galleries, dealers, experts, art critics,
investors, etc. regulate the social and commercial
hierarchy of artists and their works.
But evaluation of art is often the ëímatter of
tasteíí. It implies the subjective criterion,
operating in the domain of ëí relation aestheticsíí.
Another aspect makes the evaluation of art complex.
The modern techniques and artistic approaches are able
to escape the traditional definition of value of art
such as being rare, authentic, unique or original.
These criteria still make the basis of the system of
evaluation of art, especially in the frame of legal
issues, although they can be in contradiction with the
very nature of the work.
These various elements tied to the idea of ëívalueíí
mentioned in short in previous few lines initiate the
research. The artists and theoreticians invited to the
11th Biennial of Visual Arts in PanËevo are expected
to open new ways of thinking about the subject.

Additional Required Qualifications for Both Positions: ability to initiate interdisciplinary collaborative projects, involving art, music, architecture and design, and a broad base of academic humanities disciplines; visual and print communications; biological and physical sciences; and engineering, that explore technological applications for socially and aesthetically productive ends.
The Center for Computation and Technology (www.cct.lsu.edu) is a permanently funded research center to enhance information technology research and economic development at LSU. Much of this funding is being used to create several dozen new faculty positions across many disciplines within the realm of digital and computational technologies, including computational mathematics, computer science, nanotechnologies, astrophysics and relativity, fluid dynamics, bio-informatics, and others.
Faculty members holding joint appointments with CCT will be expected to develop their own high profile, interdisciplinary research programs that complement existing national and international projects. To enhance these activities, the Center has developed active visitor and fellowship programs. As part of the initiative, LSU already hosts one of the fastest supercomputers in the world, a 1024-node beowulf cluster.
The Laboratory for Creative Arts & Technologies is a CCT focus area, engaged in the application of advanced information technology on all forms of human expression, whether that expression is artistic, commercial, scientific, or informational. The Lab will focus its research efforts in three principle areas: Immersive Environments, Rendering Technologies and Intelligent Systems & Human-Computer Interface. LCAT fosters a vibrant interaction among all faculty engaged in information-technology research and teaching.
Responsibilities: The candidates are expected to pursue sponsored research that advances the interdisciplinary directions of the lab, while fulfilling appropriate teaching and service responsibilities in their home departments. This may include course development, graduate and undergraduate instruction, direct graduate students, and serve on departmental committees. The candidates will be expected to collaborate on research with other faculty in LCAT, CCT, and throughout the LSU community. The Art Projects Network, Dublin, Ireland

Art is everywhere!

In a continuation of the development of the visual arts aspect of a Dublin based festival, The Art Projects Network invites submissions of video or dvd based art works.
The exhibition of the chosen works will be placed in everyday locations around South Dublin. The idea of the exhibition is to use technology already in place in areas of public gathering or public access to display the selected works. The subject area is open. The role of the exhibition is to bring art works out of the white cube and into the everyday space.
6 works will be chosen for display. In application please make a clear note if the work required audio or has any other specific technology needs. It is recommended that pieces are no more than 15 - 20 minutes in length.
Selection will be at the end of March. Chosen artists will be contacted and a token fee offered for the use of the work.
The exhibition will be realised in Dublin in June 2004

Concept: Memorials, My History & Me
The ABACA Spring, 2004 Student-Curated Art Exhibition
Through installation, performance art, and/or new
media works Memorials, My History & Me will explore
memorials, their political meaning and their use as
tools to commemorate African American and Latino
leaders in history. The work shown in this exhibition
will challenge its audience to examine ideologies,
actions, characteristics, etc., of historical figures
that are being memorialized and how those factors link
to our existence. This project will also foster an
internal connection between the individual, cultural
history and the function and effect of
ìmemorializationî within culture. The final exhibit
is currently under negotiation to be featured either in Kenkeleba House
or Lower Manhattan Cultural Council gallery spaces.
Memorials, My History & Me will be curated by high
school students, age 16 ñ 20, from ABACAís Curatorial Studies
class at Satellite Academy. In their own words: ìWe are student
curators from Satellite Academy, and we are looking
for works of art that represent our history. In order
to honor the fallen heroes in our own community, we
would like to exhibit works of art that deal with the
concept of history, memorials and urban youth. We are
seeking to engage in a critical discourse of urban
culture, and we wish to exhibit a wide variety of
diverse art works.î Student curators will organize
all aspects of the project including developing
interpretations of artistsí work, writing publicity
materials, and developing exhibition theme.
HONORARIUM
Selected artists (or artist teams) will be paid an
honorarium of $250 in June 2004. (This fee covers all
costs including materials, research, installation, and
transportation expenses.)
ELIGIBILITY
The call for proposals is open to all artists. A
professional degree or membership to an organization
is not required. Collaborators will be reviewed by
the same standards as individual entries.
International artists are welcome to apply. However,
ABACA will not be responsible for travel or
accommodation costs.
FORMAT
Only 35mm color slides
of entries or 1/2î VHS
videotapes will be accepted
for review. Label each slide
with your name, title of work, dimensions of work, and
date completed.
(Please place a dot in the lower left corner of the
slides to indicate direction.)
You may submit four slides for each piece entered. If
you submit a VHS tape, student curators will review up
to three minutes of your work. Clearly mark the
outside of the tape with your name and title(s) of
works, and cue the tape to the segment you want the
curators to review. A SASE (self addressed stamped
envelope) must be included for return of entry
materials.

Please print and complete the entry form below. Mail the form,
accompanied by a maximum of four slides for each rendering
or one VHS tape, to ABACA by March 29, 2004 at 3:30pm

Satellite Academy is one of New York Cityís oldest

Juried International Net.Art Competition

New Radio and Performing Arts, Inc. is pleased to announce that with the
support of the Andy Warhol Foundation for the Visual Arts, 5 net.art projects
will be commissioned for the Turbulence web site in a juried international
(open to non-Americans) competition.
Each commission will be $5,000 (US).
AVENUES OF INVESTIGATION: Projects that experiment with new forms of
interdisciplinary collaboration and creativity and engage the user as an
active participant. Collaborations may be between visual artists, sound
artists, programmers, scientists, and others. Proposed works may include the
use of wireless devices such as cell phones and palm pilots to access and add
to the experience of the net.art work.
CRITERIA: (1) artistic merit of the proposed project; (2) originality; (3)
degree of programming skill and technological innovation; and (4) extent of
collaborative and interdisciplinary activity.
GUIDELINES: Proposals must be in the form of a web site that includes:
(a) Your name, email address, country, and web site URL
if you have one).
(b) A description of the project's core concept (500 words maximum).
(c) Details of how the project will be realized, including what software/
programming will be used. Specs for the Turbulence server are available here.
You may request additional software but we cannot guarantee it.
(d) Names of collaborators, their areas of expertise, and their specific
roles in the project.
(e) A project budget, including other funding sources for this project.

The Lightsurgeons exciting video realism project THE LIVING ROOM invites London based artists to enhance their skills in documentary-style film-making. The Living Room will uncover peoples homes and personal tastes, habits and cultures. We are looking for volunteers to help produce the material for this gallery exhibition and a live audio-visual performance.
This specially commissioned exhibition is an anthropological study that aims to excavate our fragmented identities from the interiors and artefacts in our urban dwellings. Using an innovative four-camera set up, it draws on local peoples stories through its investigative, documentary approach and a series of out-reach workshops. The exhibition will close with a one-off live performance drawing on themes of cultural identity and the home. We are also looking to tour this piece nationally.

Writers Featured:
Caroline Koebel endeavours through a range of activities to complicate
commodity culture and hopefully shrug off its chilling effects. 'Dead
Dogs, Live Presidents, Interferences' reacts to various communication
and information bodies as if together they form a mass congestion that
asks to be first observed, then reordered, and finally re-released so
that each of the initial bodies can flow simultaneously alongside of and
away from the others.
Christian Nold is an artist, activist and designer of tools for social
change. Having published a book for Book Works about technologies of
political control, he is now studying at the Royal College of Art. His
work is focused on developing new tangible and conceptual tools that
allow groups to create their own representations.
Dr Nick Lambert works at the CACHe Project, Birkbeck College, studying
the origins of British Computer Art. This article looks at Computer
Art's status as an artform, its origins and some unexplored facets of
its history.
Barley is a writer and generally overdramatic-type. This poem was
written when the writer went though a period of life change and was then
given a new watch as a reward for academic achievement...and suddenly
the world seemed a very different place when measured with this new
time.
