Dear Colleague,I am dropping you a note at this time to solicit your help in getting the word out to artists and arts organizations about a new award program. The Advocacy Institute in Washington, D.C., in conjunction with the Ford Foundation and NYU's Robert F. Wagner Graduate School of Public Service, has initiated a new awards program entitled "Leadership for a Changing World.‰ Begun in 2001, the program is designed to recognize extraordinary leaders/organizations working to improve lives in communities across the country. They are particularly interested in community leaders who are "giving voice to the unheard, protecting the natural world, improving access to services, and challenging unfair practices." The program is looking to recognize leaders/organizations who are not yet widely known beyond their communities.
The funding award is significant: $100,000 to advance the organization's programs and a $30,000 Independent Learning Account that can be used to strengthen the awardees work and leadership. The program also includes a major, multi-year research initiative and numerous forums to bring awardees together with other leaders to share experiences, address specific challenges, and explore opportunities for collaboration The award is open to leaders from different disciplines including economic development, sexual and reproductive health, religion and social change, human rights, environment and environmental justice, as well as arts and social action. submit their qualifications to create designs for the San Fernando
Valley Metro Transit Project.

Applicants should be strongly committed to excellence in teaching and advising, and to working in a multicultural environment that fosters diversity. mediumi the Finnish web journal for media culture publishes its fifth theme number mediumi 1.4 open source in English. This call is for submissions articles, essays, reviews that address the economical or legal logic and various cultural/social politics regarding open source software. We are particularly interested in approaches that view software from the user or user group point of view, situating the software in its cultural and social context.

Open source software is often technically exclusive in its development and description. In which ways could open source become more accessible by non-programmers or non-sysadmins? What kinds of research projects, archives or meta-archives address the user end of open source?

In many ways open source economy is far from optimal, since without complimentary strategies it does not provide resources to renew, research and develop further. What kind of models can be created to maintain networked development, free non-commercial distribution yet generate sustainable economies? How to protect open source and open knowledge from becoming approprietarized (sic!), while enabling also commercial non-exclusive use?

While an increasing amount of technical knowledge is not publicly available, creating accessible software, related knowledge archives, and learning environments has become an acute political issue. What kind of policies or civil action is necessary to guarantee this? What kind of artistic or cultural interventions are taking place that address open source as not only a tool or a movement, but as a terrain for creative work?

2003 IFP Los Angeles Film Festival Announces Call for Entries --
$50,000 Target Filmmaker Award To Be Given

IFP/Los Angeles Executive Director Dawn Hudson announced today the
organization is now accepting applications for the 2003 IFP Los Angeles
Film Festival, which will take place from Wednesday, June 11 through
Saturday, June 21, 2003.

Hudson also announced that Target Stores will return as a Premier Sponsor
and will once again present the Target Filmmaker Award, which will be
awarded to the winning director of the Best Dramatic Feature competition at
the festival. The Target Filmmaker Award carries a $50,000 cash prize, the
largest cash prize bestowed by a major U.S. film festival. Last year's
winner was Przemyslaw Reut for "Paradox Lake."

"Our goal has been to create a festival for independent filmmakers around
the world to share in the celebration of each other's work," said Hudson.
"We are looking to build upon the success of last year's event toward
building a more dynamic event and festival that these filmmakers and Los
Angeles truly deserve."

Rich Raddon remains the Festival Director, and Rachel Rosen returns as
Programming Director. This year the festival will be accepting digital
submissions and is equipped to screen films in Microsoft Windows Media
Video Series Format, the first major film festival in the world to embrace
this cutting edge technology.

Submissions for the 2003 IFP Los Angeles Film Festival must be received no
later than Friday, February 21, 2003 for short films and music videos; and
Friday, February 28, 2003 for full-length narrative and documentary features.

Entries should be sent to the IFP Los Angeles Film Festival, 8750 Wilshire
Blvd, 2nd Floor, Beverly Hills, CA 90211. For a complete description of the

Films submitted for consideration to the 2003 IFP Los Angeles Film Festival
must meet the following criteria:

- Must have been completed after January 1, 2002;
- Must not have had any commercial, theatrical or television play in the
United States;
- Feature films must be at least 60 minutes in length and must not have
been screened at other festivals or publicly in the Los Angeles area;
- All films in a language other than English must be subtitled in English
for festival presentation;
- The festival will consider works-in-progress, films with temporary
soundtracks, digital outputs and work that did not originate on film.

During this year's ten-day event there was a record attendance of more than
30,000 people. A total of 157 films were screened including 57 features
representing 22 countries. Submissions also rose by 25% to more than 2,500
entries. The final selections represented more than 15 first-time
filmmakers and more than 17 digital films.

The festival gives out awards in the following categories: Jury Awards, one
for Best Dramatic Feature and one for Best Documentary Feature; as well as
Audience awards for feature and short films.

The 2002 IFP Los Angeles Film Festival winners included "Paradox Lake" for
the Target Filmmaker Award for Best Narrative Feature, "Spellbound" for the
Special Jury Prize as well as the Audience Award for Best Documentary
Feature, and "OT: Our Town" for the Jury Prize for Best Documentary Feature.

Over the past nine years, the IFP Los Angeles Film Festival has evolved
into a world-class event, uniting emerging filmmakers with film critics,

The economic, political and social forces shaping the histories of art are visualized as artworks themselves.
