MANDATE
Established in the spring of 1997 through an endowment provided by Daniel Langlois,
the Daniel Langlois Foundation for Art, Science and Technology is a private non-
profit organization whose scope of activity is international.
The Foundation's purpose is to further artistic and scientific knowledge by fostering
the meeting of art and science in the field of technologies. The Foundation seeks to
nurture a critical awareness of technology's implications for human beings and their
natural and cultural environments, and to promote the exploration of aesthetics
suited to evolving human environments.
OBJECTIVES
The Foundation's mission is to:
• Promote contemporary artistic practices that use digital technologies to express
aesthetic and critical forms of discourse;
• Encourage interdisciplinary research and, in general, sustain the development of
projects calling for co-operation between people from a variety of fields, such as
artists, scientists, technologists and engineers.
• Render public the results of research supported by its programs.
FUNDING PROGRAM FOR INDIVIDUALS
THE RESEARCH GRANT PROGRAM FOR INDIVIDUAL ARTISTS OR SCIENTISTS
Through this program, the Foundation offers grants to individuals making an
exceptional contribution to advancing knowledge at the crossroads of art, science and
technology, or to individuals whose project is highly original or innovative. This
assistance is intended to support individuals in their research, their experimental
work and the development of their projects.
Projects that adopt a commercial approach are ineligible for this program.
ELIGIBILITY
First, a Foundation grant is intended to sustain development, research, exploration
and experimentation in the area of techniques and processes, and, in general, to
support aspects of creative research related to project development. Eligibility is
subject to the terms established by the Foundation.
Projects in this program may not extend beyond one year.
The Foundation may, at its discretion, require matching grants.
The following are eligible for this Foundation grant:
individual artists or scientists, or groups of such individuals.
Projects presented by scientific researchers, computer scientists or engineers must
involve a partnership with an artist and help this artist carry out a project.
Strictly scientific and technological research projects are considered only if they
can potentially be applied to practices in contemporary media arts.
The Foundation may, at its sole discretion, enter into more or less binding
relationships or partnerships with its grantees depending on the level of its
financial aid.
The following are ineligible for this Foundation grant:
given the eligibility criteria mentioned above, projects for the production of films,
TV programs or series, or for the publication of multimedia titles; projects for
equipment acquisitions, except for equipment needed to carry out a project supported
by the Foundation; and projects to market cultural products, even if these products
are derived from research and development supported by the Foundation.
Projects for software development must be directly related to an artist's project. In
general, the Foundation supports the development of only open-source software or
software developed according to open-source principles such as those listed at
http:// www.opensource.org/. No commercial sale of any software developed with funds
from the Foundation is permitted. In cases of such commercialization, the Foundation
reserves the right to request repayment of any and all financial aid amounts, or any
portions thereof received by the recipient. Regarding copyright, see the Foundation's

HOW TO APPLY
DEADLINE: The Foundation considers project proposals once a year. The annual deadline
is January 31 (the postmark date). Material postmarked after this date will not be
considered. If this date falls on a weekend or holiday (in Canada), you must ensure
your proposal is postmarked no later than the next business day. If you wish to drop
off your proposal at the Foundation's offices, it must be received by midnight
(Eastern Time) on January 31. If this date falls on a weekend or holiday (in Canada),
the Foundation will accept your proposal until midnight of the next business day. No
exceptions are made under any circumstances.
Your submitted proposal must be no longer than 10 pages and contain all of the
following:
• A completed application form;
• A brief description of your activities (a short biography);
• A brief description of your project;
• A brief description of the people or partners involved in your project;
• A balanced budget including the overall cost of your project, all sources of income
(both confirmed and pending), the amount requested from the Foundation, and an
explanation of how you would use the grant (indicate which budget items the grant
would cover) The following are examples of items your budget might include: living
expenses; the cost of buying or renting equipment; studio rental fees; production
material and supplies; fees of collaborators (technician, programmer, designer);
development of a software prototype; concept research and development; documentation;
and travel expenses;
• Copies of letters confirming funding from other sponsors (official letters
confirming other funds received, including the actual amount awarded);
• The duration of the project or the proposed dates when the project will begin and
end;
• A detailed CV or CVs (note that the CVs are not counted as part of the 10-page
limit);
•Support material. You must send an example of past works such as a maximum of one
videotape (VHS format), or one audio tape, or 10 slides or photographs, or one CD-ROM
or DVD-ROM (for PC), or a URL (specify which aspect to examine). You may also send in
one item of support material related to the project submitted to the Foundation. In
total, you must send only two items. Your support material must be accompanied by a
description form indicating the title of the work, the author, the applicant's role,
the medium, the format, the length, the completion date, and a brief explanation of
the content. Applications that do not include support material are automatically

Call for Entries - 4th Red Square Film and Video Show
The 4th Red Square film and video show held at the Cincinnati Art Museum is
currently accepting submissions. The Red Square is committed to showing
quality works of video and film art - accepting both short films (under 20

Trading Cards Project
Have you been followed?
Congratulations! You have passed the first security clearance for Project
14. This communiqué outlines the specific requirements for Project 14, and
the selection of Agent 14 (civilian reference, "Artist"). Please read all
information carefully. Speak to no one (unless you have a question, of
course.)
GOALS
Project 14 seeks to create a series of fourteen exciting trading cards which:
* are similar or equal in quality to current popular trading cards
* appeal to youth and young adults (both girls and boys)
* incorporate a game about transportation etiquette, including safety tips
* commemorate the opening of the Metro Gold Line (Summer, 2003)
PROPOSAL MATERIALS
The qualified agent will be subject to a screening process conducted by
shadow agents. Necessary documents will include:
* One page written summary explaining the concept of the proposal.
* One work sample: One (1) 2" X 3" illustration of a sample trading card
centered on a 8.5 " X 11" white sheet of paper. Design must include a
character, a color scheme, and one transportation etiquette sentence (i.e.
"Before boarding a train, wait 'till all passengers exit."). *
* A written summary of the game concept (basic narrative, points, levels,
etc.).
* A resume and three references, including name, phone number and title.
* A self addressed, stamped envelope for the return of your materials. MTA
is not responsible for the loss or damage of original work.
BUDGET
The selected agent ("artist") will be briefed at a top-secret location and
awarded a contract with the MTA for up to $ 7,500 American dollars. This
budget will cover design of the trading cards, game structure, packaging
and production oversight. The MTA, working through an underground network
of skilled craftsmen, will print, package and distribute Project 14.
SELECTION PROCESS
Metro Art selects agents through a peer review process. The panel for this
project will consist of three operatives: two arts and design professionals
and one community/user group member. This panel will select one agent
("artist") based on the selection criteria.
SELECTION CRITERIA
The panel will review all proposals based on the goals stated in this top
secret communiqué, using the following selection criteria:
? the originality of the concept and artwork
? the quality of the concept and artwork
The final award will be contingent upon the review of resume and references
ELIGIBILITY
All professional US resident artists, designers, animators, illustrators,
trading card designers and underground moles are eligible.
DEADLINE
Proposal materials must be received by the MTA no later than 4:00 PM,

Karlstad University Sweden Presents Next 2.0
Call for papers
Digital technologies are changing the way we live. Webs of connection are being
formed. Networks are becoming a way of life. New collective forms of cultural
production and exchange are evolving from the communication practices supported by
digital media. Theorists and critics are investigating the place of digital media
artifacts in social, philosophical, and critical contexts.
NEXT 2.0 will bring together for a second time in Karlstad an international field of
practitioners and scholars engaged in the work of making these technologies
meaningful for contemporary culture. An academic conference and an artistic
exhibition, NEXT 2.0 will represent a unique forum for celebrating and critiquing the
techniques, forms, and aesthetics of digital media.
CONFERENCE THEMES
Creating Content for Interactive New Media
One of our themes is to develop alternative approaches to the design of content and
narrativity in interactive digital environments. How is storytelling and narrative
evolving with the development of new interactive forms such as the interactive film
and DVD technology? How have artists developed alternative approaches to the design
of interactive digital environments? The explosion of new approaches to creating
content for new media will require the use of a wide spectrum of traditions, genres,
styles and disciplines, ranging from theatre to music to film.
HumanIT
An exploration of the human values of technology. What is the value of modern
information technology to people? How do we ensure that the technological progress
that is being made serves humanity in the best possible way? Issues of design,
mobility, usability, privacy, and information stress are of interest here.
Virtual Globalization
Digital technology, under the auspices of the "IT Revolution" is often associated
with globalization. Pundits claim that technologies such as the web will usher in a
new and more democratic world. Critics, on the other hand, point out that IT will do
no such thing and that the many claims of its revolutionary potential are overblown
and naïve. We invite presentations that enter into this debate and more specifically
investigate the links between the economic, political and social effects of the
combined forces of globalization and information technology.
CONFIRMED SPEAKERS / ARTISTS
*Stelarc- Stelarc is an Australian artist who has performed extensively in Japan,
Europe and the USA- including new music, dance festivals and experimental theatre. He
has used medical instruments, prosthetics, robotics, Virtual Reality systems and the
Internet to explore alternate, intimate and involuntary interfaces with the body. He
has performed with a THIRD HAND, a VIRTUAL ARM, a VIRTUAL BODY and a STOMACH
SCULPTURE. Recently he completed EXOSKELETON- a pneumatically powered 6-legged
walking machine actuated by arm gestures. Current projects include the EXTRA EAR - a
surgically constructed ear as an additional facial feature that coupled with a modem
and a wearable computer will act as an internet antenna, able to hear RealAudio
sounds.
(Additional speakers and artists will be announced shortly.)
PAPER SUBMISSIONS
Scholars and artists working in digital media, theory, and criticism are encouraged
to submit proposals to present their work at the conference. Presentations may be in
the form of scholarly papers or presentations; or performance, installations, or
sculpture incorporating digital technologies, interactive or digital video, virtual
environments, or network-based elements. Conference sessions may combine academic
presentations with mediated performances; we encourage proposals which push the
boundaries of the traditional conference paper in form and content.
Proposals should not exceed 500 words in length. Please indicate which of the above

The EXPERIMENTAL TELEVISION CENTER is pleased to announce FINISHING FUNDS 2003.
Finishing Funds provides support to New York State artists for the completion of works of moving-image and sonic art - audio, film, video and computer-based media. Eligible forms include audio, film and video as single or multiple channel presentations, computer-based moving-image and sound works, installations and performances, and works for new technologies, multimedia and the Web. The awards range from $500 to $2000. New this year, we will also award 3 grants of up to $2000 each in the area of performance-based mixed media or new media works, with support from mediaThe foundation inc. The panel looks for inventive work that takes risks. All genres are eligible, including experimental, narrative, documentary and interactive performance art works. Individual artists can apply directly to the program and do not need a sponsoring organization. Applicants must be residents of New York State. Full time enrolled students are ineligible.
The application requires a project description, resume and support materials, including a sample of the proposed project. Selection is made by a peer review panel. About $15,000 is awarded each year.
