ANNUAL CONFERENCE - Washington DC 2004

The Public Art Network (PAN) of Americans for the Arts, is planning the 2004 public art conference to be held in Washington DC from July 15-16, 2004 at the Omni Shoreham Hotel. The event is a preconference to the 2004 joint convention of Americans for the Arts and the National Assembly of State Arts Agencies.
In recognition of the extraordinary wealth of professional public art experiences across the nation, the conference planning committee is pleased to announce an open call for session proposals. The entries selected by the National Conference Committee will be considered regular conference sessions. Sessions accepted through the call process will be presented in conjunction with conference sessions planned by the National Conference Committee. Other planned session include key speaker addresses, panels, study sessions, the Year In Review, and tours. The committee is chaired by Ricardo Barreto, Director, UrbanArt Institute, Boston, MA and Susan Nichols, Director, Save Outdoor Sculpture!, Washington, DC.
Session Format: The format of the sessions is flexible. Lectures, panels, workshops, or a combination of presentation formats will be acceptable. The length of the sessions can range from one to two hours.
Conference Theme: The National Conference Committee seeks contributions that address the following topic areas: Cultural identity and the redefinition of civic space and the use of public art as a tool for the development of cultural identity and civic space. Memorials and the Federal Government: its role and contribution to the history and evolution of the nation’s public art. New technologies: their influence on public art and the meaning of public space.
The conference committee is interested in relating the conference location, the nation’s capital, to the above listed topics. With the National Mall as a focal point, itself a laboratory for the development of a national iconography for 200 years, the opportunity is unsurpassed to explore the meaning and purpose of civic space. In addition, the conference committee is interested in and the relationship of public art with the fields of architecture, landscape architecture, urban planning, sociology, and anthropology.
Proposal Submission and Guidelines:

Submission Requirements:
Proposals should include the following documents:
• A letter of interest that includes contact information for the session presenters and describes their relevant expertise and interest in the proposed topic.
• A one-page abstract that describes the session topic, proposed format, and the relevance to the general conference themes.
• A c.v. of no more than two pages for each presenter (e.g. include all members of a panel). Not all presenters need to be confirmed by the application deadline. In some instances, the Conference Committee may offer help identifying appropriate team members.
Submission materials will not be returned.
How to Submit: Electronic submission of proposals is preferred. Please e-mail the requested materials to the Public Art Network’s Facilitator, Renee Piechocki, E-mail: pan@artsusa.org.

Eligibility Requirements: The Annual Conference Committee will make its selection solely on the basis of merit and relevance to the conference theme. Not all proposals will be accepted. The Committee reserves the right to solicit additional submissions in order to shape a balanced program.
Benefits: In lieu of an honorarium, the conference fee will be waived for selected proposal applicants and session participants. Travel and other conference expenses will continue to be the responsibility of each participant.

The Public Art Network: PAN is a program of Americans for the Arts. PAN is designed to provide services to the diverse field of public art and to develop strategies and tools to improve communities through public art. PAN’s key constituents are public art professionals, visual artists, design professionals, and communities and organizations planning public art projects and programs.

"Every day we are bombarded with one persuasive communication after another. These appeals persuade not through the give-and-take of argument and debate, but through the manipulation of symbols and of our most basic human emotions. For better or worse, ours is an age of propaganda." (Pratkanis and Aronson, 1991)
“Propaganda of War” is a themed exhibition which will explore the ideas of “propaganda” as it relates to war.
In the buildup to the war against Iraq, we were confronted with a barrage of information designed to build, sway, or shore up our support for or opposition to this daunting venture. Striking in its absence from the public arena was actual debate about the proposed war. In its place, we had propaganda: snippets, soundbites, and snapshots of emotional sway lobbed at the public with greater frequency than the promised rain of bombs on Iraq.
What is this thing, propaganda, which has the power to make, or stop, war? Why is it used? What is it used in place of? What are the effects? Is art propaganda? Can propaganda rise to the level of art?
Artists working in diverse media will come together for this group exhibition to explore this concept. Artists using sound, installation and traditional and non-traditional media attempt to explore the effects of propaganda and challenge the viewer to confront the issues raised by its preponderance in regards to war.
*Triangle Artists Group (TAG) is a collection of over 100 queer artists in the Washington, DC, area. Submissions for "Propaganda of War' are accepted regardless of sexual orientation or gender expression.

Placing Race and Localising Whiteness

Organised by the Research Aggregation for Cross-Cultural Studies, Flinders University, The symposium will provide an opportunity for scholars from a range of disciplines in Social Sciences and Humanities pursuing critical race research in the Australian, Asian and Pacific context to engage with each other's work and explore new meanings of race and whiteness. The symposium will host the inaugural meeting of the Australian Race and Whiteness Studies Association.

The symposium will be a forum for both theoretically based and empirical studies on race and whiteness. Suggestions for panels are sought.

Themes:
Where does whiteness fit into social constructionist theories of race?
How are race and whiteness constructed and challenged in localised contexts?
How do Asian and Pacific societies conceptualise race and whiteness?
How is it possible to move beyond race?
What implications does the 'new abolitionism' discourse have for societies like Australia?
How are specific environments of work and life structured by race and whiteness?
How are racialised identities and discourses of race shaped by migration?
Are settler-colony societies different from others in the way they deal with issues of race?
How are race and whiteness shaping the institutions of civil society and government?
Are people in urban environments racialised differently from those in rural areas?
How is whiteness globalising and how is this practiced in the local contexts?
How are whiteness and race expressed through claims for national identity?

SHORT FILM AND VIDEO FESTIVAL
The d.u.m.b.o. arts center (dac) is seeking submissions for the SHORT FILM AND VIDEO FESTIVAL which will be held in conjunction with The Seventh Annual d.u.m.b.o. art under the bridge Festival, October 17-19, 2003. This event is designed to showcase the work of independent and experimental filmmakers and videographers living in the greater New York City area.
GUIDELINES:
A signed entry form plus entry fee must accompany each submission.
Entries must be submitted on VHS (NTSC format).
Acceptable formats for the festival include 16mm, VHS, SVHS, Mini DV and DVD
Only films and videos of 30 minutes of less are eligible.
Applicant must be a resident of one of the five boroughs of New York.

Eligibility
The Jentel Artist Residency Program specifically attends to the needs of those who wish to take responsibility for themselves while they focus on their work and creative development. Any visual artist or writer over 25 residing in the United States is eligible. U.S. citizenship is not a requirement. Individuals currently enrolled in an academic institution are ineligible. The program is not open to students. Age, ethnicity, gender, or religious proclivity are of no significance in considering individuals for acceptance into the program.

Admission to the VCCA is competitive and selective, based on review of applicant's work by panels of professional artists. The basis for admission is professional achievement or promise of achievement. There is no discrimination due to race, creed, gender, age, or physical condition.

To apply, an artist must submit an application form, curriculum vitae and samples of his or her work. For a regular application, please download form or call (434)946-7236. An artist that has been to the VCCA before should submit a re-app.

Candidates will be notified of their status approximately two months after the filing deadline. Applications received after deadlines are screened, and if accepted, placed on a waiting list and considered for cancellations.

LOCATION: island of Vis (the most remote point of civilisation in the Croatian sea), former Yugoslav army complex (about 5000 square meters) with several small amphitheatres, underground tunnels and a lot of palm trees to make you feel like you are in Cuba.

THE MAIN GOAL: to VJ, most definitely, but also to "get the picture" - literally, where the video forms are heading and how are they merging in new art forms.

WAY TO REACH THE GOAL: set up small, international, lab.camp.event of performers, programmers, developers, theoreticians and users in visual environment of palm trees and the sea offcourse. than see what happens next...

the island itself will probably provoke some easy going fantasies, and sitting in the shades of the palm trees is definitely the best way to come up with new answers to old questions:
where theory meets practise and vice versa...
is there criticism in VJ-ing or everything goes...
what's the level of unification in the content due to software possibilities...
programming as a vj tool...
pixels as a socio-political context...
content or skill...
who is the author and where is the ship...

all that through presentations, lectures, discussions and hopefully active knowledge exchange.

music will be colourful, electronic, inspirative as always, some of it live, some prerecorded.
a lot of music, video and software will be free (as in free speech).

bring your beloved gadget or person to participate, perform and show "what's it all about", we already have 8 projectors, several video mixers, open air party locations, and a lot of cables lined up... see you there?!?

we are interested in film and video productions developed using digital means. (shorts, music video, experimental, trailer and so on)

we also have the backup.clipaward for music video, but it is a national award. backup defines the videoclip as a creative playground for audiovisual and intermedial experiments in the realm of new media.

and we have the international call for entries for the backup.lounge|lab. there we will create a workspace. together with a workshop leader, the invited participants will put a continual recontextualization of the spatial structures into motion during a 10-day laboratory phase - a dynamic network of international creators from differing areas of art.
testing truth - xor - the metaphoric quality of binary code forms the thematic starting point.
