Description
The Terry M. Carpenter Nebraska Educational Telecommunications Center is a six story complex located on the East Campus of the University of Nebraska – Lincoln. It is home to a wide range of public telecommunications services including the statewide Nebraska ETV Network and Nebraska Public Radio, Great Plains Instructional Library, and the Interactive Multimedia Production Group. Its mission is to “educate, challenge and inspire Nebraska, the nation and the world through excellence in public telecommunications.”
Beginning in 1954 as University of Nebraska Television, the Nebraska Educational Telecommunications Commission has grown to a 300 person, $25 million per year operation. The current facility was opened in 1972 and is now in need of renovation.
A major portion of the renovation is in response to the federal mandate that all broadcast facilities in the United States convert their technology to digital. NETC will complete that transition this calendar year. As a result the HVAC systems and other key infrastructure elements will have to be upgraded to protect the new equipment and to facilitate new ways of doing production, editing and distribution of our products.
In this renovation project three floors of the Carpenter Center are slated for major renovation: The majority of the new digital distribution equipment will be housed in a new “technical corridor” on the first floor. In addition the first floor will have a new lobby, interactive classroom/board room, public use space and a conference room. On the second floor approximately half of the existing space plus two sections of “reclaimed high-bay infill” space will house the majority of the creative staff and the TV Production editing, audio and graphics production facilities. On the Lower Level, immediately below the first floor, space that previously housed the broadcast technical corridor will be renovated to provide new equipment maintenance facilities, technical support staff offices, a call center and conference rooms.
On the remaining two top floors little renovation is to be done with the exception of providing handicap accessible restrooms and fire safety sprinklers and HVAC ducting and control system upgrades. In the basement work will be limited to HVAC systems replacement.
This 1% for the Arts project will concentrate on the possibilities for the first floor renovation particularly along the new Technical Corridor which is expected to become the show piece of the newly renovated facility. A major part of the goal of this renovation is to increase the public use of this facility and to open it up to meetings, tours and educational purposes. Most of this anticipated new activity will take place on the first floor.
The Technical Corridor will be the home of our satellite operations center, network broadcast operations center, and central server room. Visually there will be rooms of video monitors, scopes and switching equipment along one side of the corridor behind glass. This corridor and other areas on the first floor may also be used to showcase awards and to acknowledge major donors.
The Technical Corridor is expected to be the focal point of visitor tours. A large number of our tours are held for school age children as well as adult groups.
Types of art sought:
This request is for artwork to be installed on the first floor concentrating on the new Technical Corridor, Lobby and Public Use spaces. We are imagining an interactive sequence of “stations” that will allow participants to take an action, such as pushing a button or pulling a lever, and see a result take place in the artwork. The artwork should appeal to all ages, particularly children. It should draw on the technology and imagery of public broadcasting and our ancillary activities within NETC. It should be both entertaining and educational.
We are open to a wide range of suggestions from applicants. We would like to be surprised with creative solutions.

Suitable Materials:
Suitable materials would include, but not be limited to, video installation, interactive sculptural installations, salvage materials and found objects relating to the broadcast and communications industry, electronic equipment and video collage especially if incorporating imagery from the fifty year history of public telecommunications, television, radio and interactive media in Nebraska.
NETC’s Department of Engineering staff is available to consult, collaborate and provide limited technical assistance.
Timeline:
August 29, 2003 – 3pm: Preliminary Submissions due.
Preliminary submissions to include artist’s resume, 10 slides of previous work, video or DVD if appropriate and a written project proposal 3 to 5 pages in length. Include a listing of three previous clients and contact information. Please provide FIVE copies of the resume, proposal, and list of clients.
September 19, 2003: Shortlist of candidates announced.
Three to four finalists will be selected to make in person visits to NETC over the three to five week period following Sept. 19. Candidates will meet with project architects, NETC leadership, and UN-L Facilities Management staff to present their ideas, learn from the firsthand encounter and then be given time to modify and improve the initial submission.
Mid-November, 2003: Expected date for the commission to be awarded.
BUDGET:
The budget for this project is $70,000 to include all aspects of creation, design, fabrication and installation.

Saint Louis University and the Henry Lay Foundation are pleased to announce the Henry Lay Sculpture Park Invitational. The Director/ Curator of the Saint Louis University Museum of Art will be selecting 5 sculptors from the two states of Illinois and Missouri for the first HLSP Invitational. This will be the highlight of the opening of both the Park and the Lay Center for Education and the Arts, in Louisiana, MO. Outdoor works must already be complete by submission date, and must stay in place for nine months from date of installation; artists selected will receive a $2,000.00 award that may be used to cover their travel, as well as shipping cost of artwork to/from the park, and food during installation.
Accommodations will be provided by the Lay Center for Education and the Arts.
HLSP is located in Pike County, Missouri, about five miles southwest of the town of Louisiana. The sculpture park is spread over approximately 20 acres of natural meadows, lakes and streams that are surrounded by a 300-acre natural refuge of wooded hills.
Include in submission packets: 20 slides of work, résumé, artist statement and SASE.
No slides will be returned unless artist provides SASE.
