Juror: This year's juror is Elizabeth East. She is the managing director of the gallery LA Louver in Venice Beach, where she oversees exhibition programming, sales and representation of artists like David Hockney, Ed Moses and the estate of Ed and Nancy Keinholz. She holds a MA in Art History from Goldsmith's College, University of London and worked for eight years with Hollis Taggart Galleries in New York and Washington DC.

CALL FOR PARTICIPANTS - "Guerilla Performance Locator" website
 

Suffragettes Invented Performance Art - make a spectacle of yourself for the Guerilla
Performance Locator


Artists Leslie Hill and Helen Paris have created the Guerilla Performance Locator, a
live net map of art and activism at this time of global crisis.
As belief in direct public action surges in the face of impending war, the Guerilla
Performance Locator brings non-violent
politically motivated performances and iconoclastic art works together by inviting
contributions from artists and activists around the world.

Long before Karen Finley smeared chocolate on her bottom, Annie Sprinkle showed us
her cervix or Orlan began her course of reconstructive cosmetic surgery, comely
Edwardian ladies were pioneering a new hybrid art form in which the personal was
political. As a catalyst for other artists to produce contributions to the site, Hill
and Paris present Suffragettes Invented Performance Art: Make a Spectacle of
Yourself, in which they pay homage to suffragettes by recreating some of their work
in contemporary political contexts.

This project is one of six to be commissioned by the BBC and the Arts Council of
England for the prestigious Shooting Live Artists scheme 2003, co-funded by Studio of
the North and managed by b.tv. Like all the commissions, the Guerilla Performance
Locator centres around the use of new digital media with live art and will be
exclusive to the Shooting Live Artists site for the next two years.

The Guerilla Performance Locator
The unique website invites people to make public spectacles of themselves for things
they believe in, following in the great tradition of the suffragettes, who coined the
phrase 'the personal is political'. Work is invited from around the world on any
political subject and can be submitted via the website at
www.placelessness.com/guerilla

'Guerilla Performance' is defined as any nonviolent act undertaken by individuals to
draw public attention to a political issue. The site will act as a mapping of
iconoclastic works by artist and activists and the political issues and ideas they
are fighting for.

The collected works will plot a global map of art and activism. The work is being
disseminated through the BBC's leading contemporary arts website:

The site is online from the 14th February 2003 and will remain on the BBC Shooting
Live Artists site for two years after which Hill and Paris will maintain the site in
perpetuity.

Leslie Hill and Helen Paris
are internationally acclaimed artists working in performance, video and digital arts,
known for their edgy, humorous interrogations of contemporary culture and politics,
work which has been called 'as smart as it is seductive'. Their company, curious.com,
was formed in 1996 has been supported by institutions such as the Arts Council of
England, the National Endowment for the Arts (USA), the National Center for
Biological Sciences (India) and the Australia Council. The company's work has been
exhibited and published widely. Hill and Paris's recent book, 'Guerilla Performance

Frequently Asked Questions regarding submissions for the Guerilla Performance
Locator:


Images should be submitted as jpegs, no wider or higher than 200 pixels. After the
work has been submitted, it will appear on the GPL map. Artists with questions about
their submissions are free to contact Hill and Paris at placelessness@aol.com.

Does my submission have to be a new piece made specifically for this site?
No, you can submit a description and image of any of your work that you feel fits the
bill of political performance or making a spectacle of yourself for something you
believe in, whether it was today or 25 years ago. If you identify as an activist
rather than an artist we are also very interested in your submission.

If it was a group piece do I need copyright permission from everyone in the group?
You only need copyright permission from another person if you are sending an image
that you don't hold the copyright to (a photograph taken by a professional
photographer for example) or a piece of text written by someone other than you. In
these cases, you are responsible for obtaining permission from the writer or
photographer even if they represent your work.

Why does submitting an image to the site mean in terms of my own copyright over my
work? What does it mean to give the GPL site and the BBC copyright 'in perpetuity'?
Submitting an image and description of your work does not mean that the BBC gains the
copyright to your entire piece. It means simply that you grant Hill and Paris and the
BBC the copyright to display the image and text that you submit to the site on the
Guerilla Performance Locator as well as the right to archive your image and text as
part of the project and potentially display it in future broadcasts about the project
or a continuing version of the site.

Hello everyone

The Banner Art Collective (http://bannerart.org/), in collaboration with
Velvet-Strike (http://www.opensorcery.net/velvet-strike/), announces the
Banner-Strike Contest.

Banner-Strike is a contest for digital graffiti and net.art that is
created under specific limitations and which critically examines the
impending war in Iraq. All entries will be displayed in bannerart.org's
ongoing banner art exhibition and also turned into a Velvet-Strike spray
(to be installed in Counter-Strike). The winner of the contest will win
the October 2003 release of Counter-Strike: Condition Zero and will be
highlighted on the front page of both sites for one month.

The deadline for submissions is 16 April, 2003. The winner will be
announced on 18 April, 2003.

- Technical Requirements -

Submitted banners need to be in gif or jpeg/jpg format with no
animation. All of the following sizes are acceptable: 234x60, 88x31,
120x60, 120x240, 125x125, 240x400, 300x250, 336x280 and 250x250. To
submit, go to bannerart.org and use the submission form upload your work
for review. Please mark in the "special requirements" field on the
upload form that your submission is for the contest and not just for
normal entry to the site's continuing banner art exhibition, submissions
for which are continuing as usual.

All entries will be shrunk proportionally and converted to a spray paint
.wad file by the creators of Velvet-Strike. You can do this conversion
yourself to test how your work might look, by downloading the freeware
application "Wally 1.55b" on the "Counterspray" site
(http://www.counterspray.com/makeyourown.htm). Below is the list of
conversion sizes that will be used:

The Museum Boijmans Van Beuningen is one of the most important cultural organizations in the city of Rotterdam. It has a broad and world-renowned collection. Boijmans Van Beuningen is a multifaceted yet distinctive museum aimed at a wide audience.

Museum Boijmans Van Beuningen is now entering a new phase. In mid-May of this year, the expansion of the museum with a section of about 9,000 square meters will be completed, and large parts of the museum have recently been renovated. The most important challenge for the Artistic Director and his staff is to develop an ambitious exhibition program and strengthen the ties with residents, local organizations, the business community and local government. The dual aim is to draw more visitors from Rotterdam and its surrounding area, and to further raise the museum‚s national and international profile. Among other things, Artistic Director will pay particular attention to the applied arts, which are gaining in importance in the Netherlands.

The museum is looking for a new ARTISTIC DIRECTOR

As the new Artistic Director of the museum you will concentrate on strengthening the museum‚s policies on exhibition, collection and acquisition ˆ after a period in which the expansion and renovation of the museum building have taken center stage. Given the enormous importance of the museum for the residents of Rotterdam, you will also help forge closer links with the local community. In addition, you will raise the museum‚s national and international profile. In doing do, you will give top priority to strengthening ties with (potential) visitors through marketing, education and information provision. In addition, you have the drive and ability to attract new sponsors. You also have a keen interest in other cultural organizations in Rotterdam and will actively champion the common interests of the local cultural sector. You are prepared to move to Rotterdam or its surrounding area in the near future.

The new Artistic Director:
- Is preferably an art historian specializing in one or more areas covered by the museum‚s collection
- Has work experience in large and complex cultural organizations ˆ preferably in museums or cultural heritage organizations
- Is an accomplished communicator capable of projecting the desired image among a wide and diverse audience in speech and writing
- Is familiar with the latest communication and presentation techniques

The new Artistic Director:
- Has built up an effective international network in the world of museums and the visual arts
- Commands wide respect in the world of the visual arts or design and is able to carve out a influential, high-profile role for himself
- Maintains close relations with the world of science, universities, cultural advisory councils and funds subsidizing art.

Museum Boijmans Van Beuningen is a Department of the City of Rotterdam. Rotterdam‚s City Executive intends to turn the museum into an independent foundation. That procedure has not yet been set in motion.

The museum is currently run by a two-member management team. The two Directors are jointly responsible for the museum‚s performance. One of them serves as General Manager. Four departments fall under the management team, namely Collection, Presentation, PR & Marketing and Support Services. The Artistic Director is primary responsible for the Collection and Presentation departments.

The appointment will be made by the Rotterdam City Executive. During the selection procedure, the City Executive will receive advice from an Advisory Committee, headed by Mr. J.N.A. van Caldenborgh, Chairman of the Boijmans Van Beuningen Foundation. The other Committee members are Prof. M. Halbertsma (Professor of the History of Art and Culture at Erasmus University), Prof. R. de Leeuw (Director of the Rijksmuseum) and Drs. G.A. van Tuyl (Director of the Kunstmuseum Wolfsburg). Dear Friends of the Free Biennial & Free Manifesta,

I'd like to invite you all to be part of two new projects I'm working on,
Opsound and Opcopy. Like the Free Biennial and Free Manifesta, both are
experiments in creating social architectures as artworks exploring gift
economies and free culture.

Opsound will be an open access sound resource and copyleft record label,
collecting all kinds of sounds for free use and also releasing actual
records and cds (which will be bought, sold, and distributed in the usual
manner, with money returning to the artists). I'm expecting that we'll be
collecting some amazing material, and over the next few months releasing
records and organizing events and parties in New York, Frankfurt, and Berlin
(at the very least). All kinds of music and sound can be entered into the
Opsound open pool -- of course we're looking for music, but I'm personally
also very interested in collecting other kinds of audio material including
spoken texts, noises, field recordings, etc. Opsound will be encouraging a
proliferation of microlabels, both online and real world, the first of
which -- the Opsound house label -- will concentrate on experimental
electronic music. Opsound is also looking, less formally, for anyone
interested in working on video material to be part of an upcoming cd/dvd
combo release.

Opound has a sibling project, Opcopy: Open Copyright Action, which is an
experimental political organization exploring new ways of responding to an
increasingly restrictive climate where more and more of our collective
cultural material is being privatized and controlled. Opcopy will begin by
collecting varying and differing opinions on copyright issues to try and
engage in a more interesting level of debate about questions of intellectual
"property," the public domain, and free culture (free in both the sense of
"free speech" and the sense of "free beer"). You are most cordially invited
to post your own position on the matter on the opcopy site.

AN OPEN CALL TO MUSICIANS AND ARTISTS

Musicians and sound artists of all kinds are invited to join the Opsound
project.

Opsound is a record label using an open source, copyleft model, an
experimentin practical gift economics, a laboratory for new ways of
releasing music.

In its first phase of operation, Opsound is gathering material for an open
sound pool which will be drawn on for the creation of a series of online and
real-world microlabels. All material for the sound pool will be released
under a Creative Commons license (the "Attribution-ShareAlike license "), a
copyleft license in the spirit of open source software license which allows
for all kinds of copying, remixing, use, and reuse while retaining an
attribution to the original artist.

Anyone is encouraged to contribute sound files to the open sound pool,
including field recordings, ambiences, incomplete improvisations, monologues
& dialogues, spoken texts, unfinished experiments, detached soundtracks,
vocal solos, strange noises, bedroom laptop, microsound, generative, glitch
dub, idm, minimal techno, blip hop, hip hop, turntablist, downtempo,
uptempo, reggae, ragga, raga, roots, breakbeat, basement punk, garage band,
indy, shoegazer, psychedelia, noise, song, be-bop, free jazz, Modern
composition, avant-anything, etc. Sound files can be complete pieces of
music, or elements intended be combined into something new.

FotoFest 2004 will take place from Mid-March to Mid-April 2004 in Houston. Our focus for the 2004 Biennial is water. Water as global resource and inspiration for personal and creative expression. The three directions to FotoFest's own exhibition and education programming in 2004 are:

The Global Perspective: Water as historical determinant of human settlement and a force in shaping the future, international politics, and economic development.

The Community Perspective: Water and the quality of life, its potential for enrichment and destruction. This area will have a particular emphasis on cities.

The Personal View: Water as a catalyst for individual expression and aesthetic and spiritual contemplation and creativity.

Look: the snow is melting. The trees are blossoming. The cold
months in the editing room are finishing up and it‚s time to expose
your films to the warm air of the world. Submit your films to the 7th
Annual Rooftop Films Summer Series.

The Summer Series 2003 will run every Friday night from June
13th to September 12th. Rooftop has signed a new deal to do
shows on the stunning roof at OfficeOps, a new community center
in Bushwick, Brooklyn, and 2003 promises to be a huge year. You
don‚t want to miss this amazing opportunity to show your movie at
the one-of-a-kind Rooftop Films Summer Series. (Visit

Comedy, drama, experimental, animation, music video,
documentary, home movies, found footage. We want motion
pictures that tell us about where you live, and how you live. Movies
that show a unique perspective. Films you could only see on a
Rooftop. We seek independent movies with original ideas,
regardless of production values, and we screen the work of
experienced professionals, long-time amateurs and first-time
filmmakers alike. We also strongly encourage submissions by
women and people of color. We show films of all genres, formats,
and lengths, as long as they‚re daring, creative and unique -- so
submit your work now.

Rooftop Films also encourages curators to send entire programs
of films. In the past, other festivals, venues and programmers from
around the world have hosted nights of their movies as part of the
Summer Series. If you have a program of films which
demonstrates the work being done in your community ˆ be it
regionally-based, ethnically-based, or aesthetically-based ˆ send
it in. We want to work with other groups who want to show off their
unique cinematic visions.

Deadline for shorts is May 13th, 2003. Submissions are ongoing,
but we may not be able to include films submitted after these
dates in the Summer Series. We will hold on to them for future
screenings.

Rooftop Films is a volunteer-run, non-profit corporation. We cannot
compensate all the directors whose work we show, but 1/6th of the

and resources for their next project. The Fund is our way of giving
back to the people whose movies have made the organization a
success, and another way of fostering a growing, collaborative film
community.
